The Circa, Inc. team has extensive experience with
state and federal historic preservation regulations, particularly
as these laws pertain to the telecommunications and transportation
industries. We guide our clients through complex review processes,
advise them on how these regulations may impact their projects, and
provide the guidance they need to meet their compliance requirements
in a timely and efficient manner. With our in-house GIS, we now offer
improved mapping and data-integration capabilities.
Telecommunications Projects
We provide a full range of cultural resource investigations required
by NEPA, Section 106, and the FCC Nationwide Programmatic Agreement (NPA).
Since the passage of the NPA in 2005, we have prepared over one-hundred
FCC 620/621 forms for the telecommunications industry. Circa’s
professional staff meet the Secretary of the Interior’s Professional
Qualifications Standards. Senior Architectural Historian Ellen Turco
serves as the liaison between the American Cultural Resources Association
and the FCC.
Transportation Projects
Circa conducts Phase I and II Historic Structures Surveys to identify
and evaluate historic resources within a transportation project’s
area of potential effect. Circa is certified as a Disadvantaged Business
Enterprise in North Carolina, South Carolina, and Virginia, and is a
prequalified consultant for the Departments of Transportation in those
states.
Other Projects
Circa provides historic resources surveys, recordations, and compliance
services for many agencies and programs, including Community Development
Block Grants, U.S. Department of Defense projects, airports, reservoirs,
subdivisions and industrial parks.
